you could try 110mb.com it offers 5gb of storage maximum file uploading of 8mb and 30gb of bandwidth and it comes with free sitebuilder

Sitebuilders are horrible pieces of work when It comes to making a site. But I think 110mb doesn't have domain transfer and in this case it is needed.

You could try http://okamihost.com/cp/ they have domain transfer but it's post to host and the service is pretty new and the forum isn't that busy.
