It may be a daft question, but how do yoy change your IP? I have never done that.

Just disconnect your modem/router for some minutes.
Then connect again, in the most of cases you'll have a different IP address.

Or simply use OperaTor to surf

Of course PC tools registered that english proxy so I suppose who will use it again won't be able to register any other activation codes

This is a good program, updated registry mechanic, but has some good tweaks. the registry cleaner is good, but ccleaner or Glary utilities is better.(in my opinion)
