You may have to use a German proxy. That's the only way I could get a confirmation page and hence my licenses.

Simply install and activate with the product key you get. Your email also includes instructions to upgrade to NIS 2010.

I did it without german proxy, I used Luxmborg and check the two checkboxes

Thanks for this. I got my key without using proxy. I think they 'track' your IP address so you are allowed to only request once. Use proxy only if you want to request for more keys.
And yeah, make sure you tick the 2 check boxes and don't forget, you can always use a disposable inbox service for registration.

I think they also track your email address. I could not "recycle" my "un-proxied" address. I had to use other emails. One of these didn't get any product key, even though clicking the provided link yielded a confirmation page promising such ...
All the rest went smoothly and very quickly.
I haven't checked whether these keys work on the English-language installer.
Updates:
I went back and did not use a proxy. This time it worked. It probably was my own mistake -- maybe one of the boxes not checked.
So no proxy is needed -- I stand corrected. I'm sorry for that false alarm.
The other email got the product key after an unusually long delay. I have everything in now.
