Old but dependable archiver, and still available for free. This is more recent than the special (also stable) edition WinRAR 3.51 given away in an even earlier PC Authority promo.

In fact, if security and efficiency were mainly taken into consideration, my personal favorite would be 7-Zip ... without mentioning useful added features -- all at a price to beat.

BTW sorry for enticing others into a tempting idea that could easily run afoul with law as well as the software owner/vendor. I can probably do it, but I'll keep it to myself and a few buddies around here. The Unplugged incarnation is of course legit.
