I believe they do. I noticed this in the FAQ at bottom of the giveaway page:

How many licenses can I request?
Only one from one computer. If you wish your friend\relative\parents also install and use the program feel free to send them the link to this page so that they can also request the license.

If I took what they said literally, I should be able to request another license using my laptop or a house-mate's machine. But I didn't even try, since the IP will be the same.

Hmm... perhaps they're using IP + info they obtain from the broswer about my machine. Good question.
