My suggestion, Fist install a good AV on all the comps. and put resitrictions on them. Restrict them so that they cannot install any programs or access the windows folder and other secure areas of your computers.

    Try these softwares:

You can restrict USB use by using this. Reduces USB viruses.

Then you should disable regedit, taskmanager, cmd for starters. install some good LAN games like CS Source, CZ, 1.6, WoW... put in air conditioning, keep the price low, and that should be all.

Make sure you have headphones, you don't want the whole cybercafe to be like a warzone when they are playing CSS.

You will need some sort of software which will able you to record how long the user has been on the PC so you can easily charge them if you are gonna use them on a LAN or summin..

You will then need an AV and a firewall

    Try: http://www.handycafe.com/

It has s firewall and web filter, remote managment, cashier control, visual computer tracking, printer module

Instead of using AV and firewall, I'd suggest you to virtualize the operating system. Doesn't matter what the user did on the computer, a restart will restore everything back to the way it was.

You would be breaking the EULA to use Returnil Personal for a cafe, so it would have to be Windows SteadyState or pay for the Professional version.

I personally prefer to use Returnil because I felt that Windows slows down a little after installing SteadyState. But like what Hellnoire said, you are pirating Returnil if using it in a cybercafe. The personal edition is meant for home use only.
