what bittorrent program are you using? are you using bittorrent or utorrent or bitcomet etc.?

Maybe it's because your ISP is throttling torrent downloads?

did you configure your router meaning did you done a port forwarding? if not maybe you dont have a open connections to upload

Could your firewall be blocking it? If you use a suite, have you messed around with that firewall there? Is Windows Firewall on?

I did mess around with my windows firewall settings to host on warcraft 3 frozen throne.But now i turned windows firewall off and im using kaspersky antivirus

JUST the antivirus? Because if that's the not the case and you're using the suite, you might want to check the firewall settings.
