Are you firm on ATI and AMD? No nVidia? Also, you're going to have to install Linux yourself. The only computer manufacturer I know of that ships with Linux pre-installed is Dell, and they only offer Ubuntu on some systems.

Normally laptop comes with Windows pre-installed and you can't really say no to it and save a couple of hundreds there.
The one that comes close to what you want is HP TouchSmart 12.1 tx2z tablet pc.
AMD Turion(TM) X2 Ultra Dual-Core Mobile Processor ZM-87 (2.4GHz, 2MB L2 Cache)
8GB DDR2 System Memory (2 Dimm)
ATI Radeon(TM) HD 3200 Graphics with 64MB Display Cache Memory
500GB 5400RPM SATA Hard Drive
12.1" diagonal WXGA High-Definition HP LED BrightView Widescreen (1280x800)w/Integrated Touch-screen
The only thing that doesn't fit your requirement is the burner. Perhaps you can try contacting HP for a custom upgrade.
LightScribe SuperMulti 8X DVD+/-RW with Double Layer Support
Best of all, it only cost $1,449.99, way lower than your budget.

For your budget, you can get a laptop with specs double that!
