Question for Free Anti-Virus Bootable Rescue CDs.

Can someone tell me what does Anti-Virus Bootable Rescue CD actually do?
I asked a tech guy in my work place about Kaspersky Rescue Disk. He told me that it can't remove virus, spyware, worn in a infected computer. It only can recover infected files?
Can someone translate in human language what does he mean?

Bootable antivirus rescue CD method is consider as the most effective way to remove malwares. Malware can often leave an infected system unstable or even unable to boot into Windows. Fortunately, a few antivirus vendors offer excellent and free rescue CDs that will enable you to boot, scan, and repair the infected machine.
It can recover infected files as what your tech guy says as well as remove infections.
A good free antivirus rescue CD that I recommend is Avira Antivir Rescue System.
The Avira AntiVir Rescue System a linux-based application that allows accessing computers that cannot be booted anymore. Thus it is possible to repair a damaged system, to rescue data or to scan the system for virus infections. Just double-click on the rescue system package to burn it to a CD/DVD. You can then use this CD/DVD to boot your computer. The Avira AntiVir Rescue System is updated several times a day so that the most recent security updates are always available.

He told me that it can't remove virus, spyware, worn in a infected computer.
    What did he mean?
I asked him about Free Anti-Virus Bootable Rescue CD because my friend has a infected machine that can't run any antivirus, antimalware, antispyware. The computer screen show nothing. I can't go to control panel. The computer is now only can boot to Windows. Nothing else.
I was hoping I could use Anti-Virus Bootable Rescue CD to remove bad thing in the machine. But I lost hope after he said, "it can't remove virus, spyware, worn in a infected computer."

He meant that he had never tried it before.Free Anti-Virus Bootable Rescue CD's are useful to remove viruses or malware and they are built for that purpose only.
    Quote by Raymond :
Once a system is infected with malware it becomes difficult to remove that malware as it is already embedded in the system and has control over many components which are key to the system’s operations. Malware, like rootkits, use system components to hide themselves and prevent other software from detecting or removing them. Besides just hiding, malware can also block the execution of other security applications. If you cannot install or run a security application in the first place then you cannot scan and detect the malware. The best time to remove this malware is when it is not running, but malware often starts Windows is booted up. The only way to scan and clean the virus without booting in to Windows is by using Rescue Disk
Read here. (the links maybe outdated though).

and if you want to access control panel, i would recommend Bart PE Builder.

If nothing else works, open command prompt and type 'del C:\Windows'

Never think guys working in companies are good in computers.

My friend once told that when he contacted compaq service centre for a 'task manager disabled' problem, they just reformatted the laptop to rectify it.
    How about it?

I've got to agree...especially those who are working for PC companies like Acer, Lenovo, HP, Dell, etc...they might be hardware geeks but when it comes to software problems, they can be total noobs and the only solution they can think of is like what kavinraja has said earlier - REFORMAT!
They call me the mysterious one...

Its because of a fact that you may be a pro in hardware if you attend any classes for it. But regarding softwares, you won't become good in it unless you have a passion towards it.
