Performance-wise, yes Windows XP is the way to go
Especially if you're running on a limited hardware....
But if you know your stuffs, you can use vLite to streamline Windows 7 and then use some reliable tweaks to improve Win7...as for eye-candy, just remove all those animation effects and retain the Aero to get a 'balance'....if you need more performance, turn Aero off (Win7 still looks better than WinXP with Aero off)..
They call me the mysterious one...
my motto is...when it's hot, chill baby

If you really want eye-candy (I really don't care for that phrase....M&M shoved in my eye don't feel good), then just change XP with an "Unoffical Theme"
http://www.askvg.com/transform-windows-xp-into-windows-7-without-using-customization-pack/
No idea if it is safe, reliable, unbalanced or whatever, but it is an option

Agreed. Netbooks, majority of them are underpowered, unless newer models will adapt better hardware requirements. Netbooks are just optimally design for net surfing!
Two words for windows 7 Starter.
It SUCKS.
To your opinion yes, to me it's cool. The basic "starter" is what I need for underpowered machines.
