Softwares i'm not aware of....however you can get a multimedia keyboard...that might help.
@offtopic : why the stealth, dude ?............what you listening to ?
If nothing else works, open command prompt and type 'del C:\Windows'

set the level lower ,open playback devices and select properties for that audio device ,then change the level of the main volume
Out of my mind. I Haven't Lost My Mind, It's Backed Up On Disk Somewhere.

I wanted it to be stealthier because one of my family members are constantly on Youtube A LOT to watch episodes of The Suite Life of Zack and Cody on Deck, she puts the volume up HIGH (even at night when people are asleep). I asked her nicely to put it down but she still puts it up...

looks like its missing for you but you could try this
Noise Nak http://www.softpedia.com/progDownload/Noise-Nak-Plus-Download-16657.html
Allows you to set different volume limits at different times of the day, on different days of the week. It can also automatically reduce the volume after a period of inactivity and enables the volume slowly increase when unmuting and during Windows startup. Setting can be password locked to prevent unauthorized changes. Great with home use.
