If you can take a screenshot of the dots, then it is surely not the monitor.
Never experienced such problem before but the first thing I would do is update the display driver.
I agree with Raymond, that check with driver update.
Also did u install some software to cause this side-effect? or better what did u recently change in ur system with software/hardware?

Did you change the background by any chance? Is it just happening on your desktop or in applications too?
No, I haven't changed the background since I installed Windows 7.
Yes, the dots all over my applications.
For example, when I open FF, the dots show up on FF. When I play movie, the dots show up in movie.
After I restart the computer, the dots gone. I don't know when it will come back?
See if the cable connection is tight and the card is properly installed physically. Just a guess.
That's one of the saner options I've heard yet... worth a shot unless you use the onboard/built into motherboard video card.
