usb cannot format

hi guys my friend just bought a usb 128gigs kingston in ebay, before it was working well but now he cannot use it all, i tried to reformat his usb but windows and mac is not allowing me to format it, any usefull 3rd party software that i can use to format it???

You could try easeus home free... i think it's a great program..

Probably it's fake? Can you tell me how much is it if you don't mind?
You can use this tool to check the USB:

edit: just tried it and its asking to reformat and thats the problem i can`t reformat it, i think i need a software that can recognize the usb that cannot reformat by windows....

Your friend should file a claim with Paypal.
