Version 3.3.1 is available to download, it's fixed quite a lot and also introduced a new way to handle crashes.
As another note, I'm on the verge of trying to recode Shutdown Timer in C++ along with a new style layout, hopefully my project will go as planned.

Try to install the new one. Download and install the new one (3.1.1) over the old one.
Date & TIme > Change time > Add task > You have entered an invalid time, Please enter a time in the format hh:mm
Date & TIme > Change time > activate > You have not created any task

Thanks for the info, would you be able to tell the format of your system time and also what you are trying to type into the time box, it's affecting a lot of users and I really want to get this issue fixed but I can't seem to replicate it on my home systems.

Sorry. my mistake. Using 3.3.1.
Format is version.
Time : xx:xx AM/PM
Date : DD/MM/Year
Maybe is because I intall over it. I didnt update. Download the 3.3.1 and install over the previous version.

I know where I went wrong already. You are suppose to enter the 24 hrs system. Remove the seconds and the AM/PM and it will work.

I downloaded portalble 32 bit file for XP from both Softpedia and direct. When I clicked " shutdown timer " nothing happens (in both cases). I clicked again but with same result. And the interesting thing is that I cannot delete both downloads. It says access denied.
