The last computer I built took around 2 week and was under £800 including an LED monitor. From planning to finding the best price for the required components to shipping to building and finally testing.
There isn't really a minimum price for a custom computer, it all depends on your specific needs and how low you can get the components for.

Indeed, but at least we can give him a base line.
NCU, I'd recommend starting to look up parts that might work with those games. You'll need a lot of RAM and Videocard power, but an i7-i5-i3 CPU should work fine. If you want to go on the cheaper end, look at AMD/ATI cards and CPUs, if you want durable, Intel and NVIDIA. You're looking around the $1000-2000 price range unless you find some nice deals, which is always possible.

-NCU i agree with hellnoire as that is exactly how i have built my current pc and left room for expansion, compared to some high end off the shelf pc's i would say this is a bargain, i looked at parts the forums and bench-marks, and cost.

$1000 CAD would get you a decent high end gaming PC easy
I recommend NCIX for USA and Canada PC builds and parts
