If you want to run programs compiled with C#, you will only need .NET Framework.
However if you want to edit source code and compile, just download the latest Visual Studio 2010 Express will do.

Id recomend to stick to vs2008 as 2010 is still to buggy or use the free opensource IDE SharpDevelop..

personally i have no issues with VS2010 Coding in C++ and VB.net, No crashes what so ever, but i also gave Dev C++ a whirl and had nothing but crashes, Soon when back to VS2010
Give VS2010 a go! you can always go back to VS2008.
Out of my mind. I Haven't Lost My Mind, It's Backed Up On Disk Somewhere.

Same answer from me: Visual C# 2008 Express Edition which is free to edit and compile C# source code.

As Raymond says or as i said SharpDevelop. Just make sure your .NET Frameworks are up to date for both options.
