I don't think it's your hard drive that is causing the auto restart when you've already changed the hard drive and reinstalled Windows.

When you mention it reboots when you try to burn something or load an OS, it seems like RAM or CPU to me.

i would still be suspicious of power or something in that area because if it restarts when you try to do something very load bearing on it maybe the perhaps its not putting out the proper volts through the cords could always take a volt meter to it
and to test the ram try taking one out if you have 2 in or try putting a spare piece you could swap from another computer
although wouldnt it mess up other times if it was cpu or ram try playing a game that pushes you system and see what happens

about the resetting the bios.. there are two way to reset your bios setting.. some mobo required the cmos battery to be taken out.. and some just change the jumper to reset it.. refer your mobo manual to identify how you can reset your bios.. about the restart problem some time dirty ram could also be the problem.. try clean the "gold" pin at your ram with a new and clean eraser and use new paint brush to clean the dust at the ram slot..
