Usually a list of recently opened programs appears when you click start, but I changed something in the registry that disabled it. Now I want it back but I don't know what to change.

Ok before you go and play around in the registry, try this.
Start->(Right click)->Properties->General Tab->Set the number of Programs you would like to be displayed under the heading Programs

Restoring your system to a point just before you changed the registry should do the trick.
Start->All Programs->Accessories->System Tools->System Restore

The Key you are looking for is
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
NoStartMenuMFUprogramsList
The Value should be 0
PS: You'll need to restart for the changes to take effect.
