If it's html, css, I can help you out. But for login page - if it needs php or something i'm helpless.
Use Dreamweaver.
Some sites for very good resource like templates/scripts to build site :
http://www.dynamicdrive.com/
http://www.opendesigns.org/
http://www.w3schools.com/
You'll learn something if you do it yourself. So download a css template and edit html.

Why not creating your page using Dreamweaver and get Javascript. These days you can get many Javascript and Php for free. Just google it.

I can help you out.. - I'm quite good with HTML.. - I still need to learn PHP and CSS.. (but if you want to convert HTML to PHP or CSS - try: [url=http://www.yellowpipe.com/yis/tools/HTML_converter/]HTML > CSS/PHP

Well for starters do you have a site that supports databases?
the login would need a database, and I can help with that.
All the rest of them can be done with some simple html (or xhtml since html will probably become obselete soon) and css
P.S. I recommend using xampp if your gonna run off your localhost
