Out of my mind. I Haven't Lost My Mind, It's Backed Up On Disk Somewhere.

You're out of luck, buddy. If safe mode won't boot, the registry is far too corrupted and most of the system integrity is ruined. Backup his documents (desktop, my documents and several other folders he might claim to be important) on another partition and/or external hdd. You're going to have to do a full format, it's the only way you'll fully recover from this problem. Otherwise, the system won't function properly. Since I've started with my traineeship I've learned a lot from the guys who are working there and to be honest, nobody really gives a damn 'bout alternative solutions. If you can't get rid of the problem, just backup and format. Easy, fast, and gets the job done. Alas, we have around 1 terabyte of free disk space, but if you want to help someone you're gonna have to get better gear.

Lemme give you a piece od advice, just for the long run. If you wait out and try alternative solutions on the computer that doesn't even belong to you, you're gonna lose a lot of time by doing so, and there's a 70% chance you're gonna give up and do a format in the end (or you'll be FORCED to do it 'cause the more you dig, the more the registry gets screwed up). In the end, the right solution was right under your nose, you just didn't want to give up that easly.
P.S. You could try (as a last resort) CaSIR, a program Raymond wrote 'bout a while back.

damn that computer is just too stuffed like mEtRiX said your going to have to format it because it is just that bad, i reckon in a case like yours tangomouse it isn't a quick fix, instead it's the only way out. unless that CaSIR thing works

I think even if you somehow manage to remove all the viruses, the PC will remain wounded with corrupt registry, invalid entries, some hidden viruses, and slow performance. Thus, Backup the files to CDs or HDD using Live Boot CD or Ubuntu 8.04 and Format the PC to get rid of all these in no time.
At times, it is better to Kill the whole army with a single Missile than to deploy your soldiers to do the same.
Give a good-bye kiss to the PC and viruses, Format it and install OS again.
