If you're sure you have a 64-bit OS then you may have a faulty ram module or not connected properly

There is nothing wrong with your computer, part of the 4 GB RAM might be used by your graphics card
A part of the RAM - 8 MB to be specific is used as Video RAM or Graphic RAM. This is NOT an error in diagnosing amount of RAM present in Windows. This is the way how it works. It's not a problem.

That's strange. Can anyone explain me why an external graphics card uses shared memory since it has its own?

Total 4 GB memory is the limitation of 32-bit OS.
