I suggest you get yourself an old computer so that you can do your playing around on it.
With regards to your present situation press your `Power On' button and then try and enter the BIOS by pressing the appropriate key probably F2 or Delete dependent on your make. Once in the BIOS select "Default Settings" press the appropriate key, possibly F10 to Save and Exit.
This should return your BIOS to their original state prior to any changes that you did.

Try resetting your BIOS.
Unplug the power cable from the computer and take out the battery from your motherboard.
Let it rest for 30 minutes and then put the battery back.
Now try to start your computer. If it doesn't work, I guess you've just fried your CPU.

as everyone has suggested, reset the BIOS. on my motherboard i have a button that i push and it resets the BIOS, which is near a manual reset/start buttons. on slightly older motherboards you have to reset jumpers. you have to refer to some documentation to reset the jumpers properly. if you don't even have jumpers to change then you WILL have to remove the battery, disconnect the power and wait. if that doesn't work then you could have screwed up the CPU, or burnt the motherboard etc. what clock did you set to it? and what was it's stock clock? like it's default speed, did you change the voltages?
