If computer is able to power up but with the fan is not turning, it is possible that the fan is faulty.
Try taking out the RAM and power it up, let me know if you hear any beep.

I tried taking out the ram...the power light will turn on, but the fans won't start and if i connect it to a monitor i don't see anything on it...just black

I have an idea! Can it work if i take out the processor...will it give a warning beep?

If you taking out the RAM and there's no beep, then it could be a faulty motherboard.
