I don't know how a scratched CD can damage the DVD Rom. Anyways buy CD/DVD Rom cleaner and try it...You can find one in any computer store.
Screw Google! Ask me!

I have no clue as to what had gone wrong.
A similar thing happened with me for my CD-Writer. I had used it for reading a VCD, & thereafter it stopped writing CDs anymore.
As a solution for ur friend, try writing a CD. If it is successful, try reading a DVD-ROM.

its a common failure ,whats happened is the dvd part of the drive has died but still reads cds this also typical on pioneer drives ,i have seen this many many times and this is how my pioneer 106 died many moons ago , there cheap nowadays so i would replace it
Ps. a scratched dvd wont kill a dvd drive ,hardware can pack up at any time ,its just a coincidence that its died when using a scratched dvd
