I hear a Noctua-NH-U9B-SE2 Fan is really good. As for a GPU cooler, no clue... but I think all pastes are equal. I think. Not sure though.

If you don't do overclocking, there is no need for GPU cooler. The GPU does come with heatsink/fan.
Pardon me, what are you going to do with Nvidia 7300 GS? I mean that you can find a better GPU for under $25.
CPU heatsink and Thermal Paste. Again if you're not overclocking your machine. Anything will do the job.

If you are planning to play the latest games a new graphics card is a must,if not then a new fan will suffice, but again the one you have now is not very good.
Thermal paste,as hellnoire and luffy have said,if you are not planning to overclock then they are all about equal.I have just upgraded my cpu and when i fitted it,i tested it without any thermal paste, temps were fine but as soon as the cpu was put under load it went to the mid 80/90 range,i bought the cheapest thermal paste and temps are now 65/70 under load.
Gpu - depends on your budget,if you just want to play a game and not have it running at the highest res with everything maxed out then take a look at the nvidia geforce 9800,if you do stick with nvidia be careful what you buy, check out the reviews on line, because nvidia are master's at rebranding old cards and giving them a fresh lease of life.
All come's down to what you need your computer to do.

I dunno your Mboard, power supply and CPU. How do I suggest a GPU for you? What game are you going to play?
Where do you live? If you are outside of the US, I don't know the GPU price.
A quality thermal paste really does help if you do overclocking.

You should buy a new computer if you're into games.
Nvidia 7300 GS does have fan problem. Read the review:
    http://www.newegg.com/Product/ProductReview.aspx?Item=N82E16814130270
As you can see the card is very old. I don't think you can find a new Nvidia 7300 GS.
Too bad that you're outside of the US. Otherwise you can get this card for $30 after rebate:
    http://www.newegg.com/Product/Product.aspx?Item=N82E16814125251
It's best to buy a new computer, old PC requires special upgrade component that is difficult to find or so expensive that upgrades just aren't economical.
