My friend turned his computer on and shocked to see this:

Then, the windows started loading...

I feel like mainboard's rom is damaged.

DAMN! That's one messy screen you got!
Have you tested another monitor on this computer?
Is your friend using a built-in display? If yes, try unplugging all power, reset your cmos by referring to motherboard manual. If you don't have it, then removing the battery on the mainboard for 5-10 minutes and then put it back. If it's still the same, the mobo is definitely a goner.

This can be caused by cheap PSU.
I assumed your friend's PC is connected to a power strip and the PSU is a cheaper one, then when the PC is powered, please wait at least three seconds before booting up the OS.
