It must be just old age I have a P4 fan and I can't hear it that much but I can certainly hear the hard drive, that hard drive is so loud and on the brink of disaster.

As long as it does what it is supposed to do its fine. You probably just became accustomed to the softer sound of the P4. The old XT machines didn't even had CPU fans but it sounded as if you were launching a space shuttle when you started one of them up.

There are chances of dust accumulation on fan blades that results in noise. Use a hair dryer or vacuum cleaner to remove it. And Intel's fan rotate fast when they are under stress or load and it's normal. P3 will be under more stress than P4. And fans of them that comes bundled with the boxed CPUs are designed specifically for them.
