You can find a review here, written by Ashraf:
(...) In the end, IObit Toolbox is nothing revolutionary or groundbreakingly new. However, it is another option for users who want jack-of-all-trades-master-of-none type programs. Without a doubt the best part of the program is that it is portable, so users can carry it on their flash/USB drives if desired.

As Ashref's review stated, "master of none" and it would be certain that windows tools and glary utilities are more trustworthy.

It's like a portable version of ASC - not bad to keep it if you like ASC but you don't wish to install ASC or run it automatically in the background. Otherwise, you may opt for other tools instead.
