What is File Governor ?
File Governor is an advanced program which allows for files and folders within the system to be unlocked so that normal file I/O operations can be completed when normally they would not be able to be due to operating system restrictions for files currently in use. Once a file or folder is unlocked you will be able to force-close the file’s handle, rename, delete etc.

Can you show a screenshot ?
From where did you ran File Governor ? Ex: from an USB ?
I believe the problem is it did not find the language files located in \Langs\ directory.

Sorry for the delay. You were right about the language file, I never had one?
Your latest addition to add to the context menu is exactly what I wanted as that is where I use unlocking programs from.
