Arch Linux 2010.05
So I've recently been having a craving to download and install Linux, but most of the other ones out there (I'm looking at you, Ubuntu) are bloated, buggy or uncustomizable. So rather then deal with that, I went and downloaded the base CD for Arch.
Right now, I'm barely above 350mb. I wouldn't call it bloated, seeing as I'm using XFCE and running a few different scripts that make my life so much more laid back, like an automount when it comes to devices, and other little things like that, as well as three or four open programs. To me, it's actually pretty responsive... and impressive.
It's more of how I've had so much control over it since the start that I've enjoyed about it. I'm debating about throwing it onto my laptop or even my server, but we shall see what happens in time.

Does Arch enables root privileges by default or am I confusing it with some other distro

When you first set it up, you are a root user. That is because all the configuration you have to go though needs to be done as root. Otherwise, it won't work. However, one of the steps that's suggested you do is make a limited user and allow it sudo access.
So yes, you'd be confusing it with another distro, most likely Puppy, the only one that gives you root by default that I know of.
