Thank you so much for you replies! In response to my router: I have the linksys WRT54G2.
After reading you replies, I believe Raymond is correct in stating that I would need to set up a proxy. I usually put my computer in standby mode, so setting my computer to act as a sort of server wouldn't work in this case.
I have heard about Tomato before, is there an option that allows me to forward the web site logs to an email? or create a log file that I can access locally?
Thank you so much again for the replies, I appreciate the assistance.

*nix Technical Support
It would make a general log in the router itself if I remember right (I use an unsupported router, so I'm trying to remember what LifeHacker said about it), so if you secure it, you can check the logs with ease.
It DOES log though, and it's worth a shot if you've got a backup firmware, just in case. But I think if you don't have a copy of your firmware, download it off Linksys first, just in case.

Easy solution is Wireshark ( http://www.wireshark.org )or AirSnare ( http://download.cnet.com/AirSnare/3000-2092_4-10255195.html ) , more complicated you could use Snort (www.snort.org ).
I use both. I am not as against keyloggers as some of the others around here, not when it comes to my house and my family. Sure they have unethical uses. What on your computer doesn't? The ethics of these tools is on the user. If you are going to spend one cent on this, buy PC Pandora.
I have kids. I made them tech savy on purpose. Partly because, even with a VNC client, constantly fixing their systems was a pain in the rear, and partly because it gives them an advantage over the others around them. There is however a downside.
I have three systems on my network dedicated to nothing but security. 2 Snort sensors and one that just constantly runs Wireshark. My fourteen year old daughter, however, is GOOD. She uses TOR and other VPN's to hide what she is doing. She had even figured out how to use OpenDNS.
I am assuming that the activity that you are attempting to track is being done by someone who at least knows how to clean up after themselves, otherwise either the history or index.dat files would have served your purpose long ago. For that reason I suggest using the Pandora. I had to. (Thanks again Odie.)
If I am not mistaken, creating an ICS server on your network will be rendered fairly ineffective by even the use of a simple web proxy, and almost definitely by TOR or any kind of VPN.
If it is your network, your kids and your computers, don't fret using a keylogger. Even if it is frowned upon by some. They will not be the ones burying your child when some crazy nabs them or they die from a drug overdose, car wreck or anything else that having access to that information could have possibly prevented. I find it to be invaluable in keeping my kids safe, and have Pandora running on every system that my kids can access. If you are really serious about it, run wireshark too. All my kids have handheld internet devices of one kind or another, from phones to PSP's.

Thank you rush.
My kids are smart enough to figure out how to delete history, but not smart enough to figure out how to use a proxy... yet... i have used a keylogger from time to time, but it would be much easier to just check a log file on my own computer. I worry that they will be lured by a stranger as you have said. It seems to me, from the conversations, that the best strategy is using pandora. I have used wireshark, but i don't have a computer separate from my own and my kids that I can use to run it constantly. But it is a good idea to track all the traffic on my network anyways. Thanks again for everyones help, I really appreciate it.
