Go to Services and check whether DNScache or Dns client stopped then change to started.

try to edit hosts file in windows folder and see if it edited because viruses. Normally it just have 127.0.0.1 localhost line. if have more lines you can delete those lines. If it not work, you also can add your dns server in tcp/ip properties.

The hosts file in windows folder just have 127.0.0.1 locallhost line, but if I add in 209.131.36.158 www.yahoo.com then I can ping www.yahoo.com
The dns server ip address is in the tcp/ip properties and I still can't surf net.

which ipaddress dns server you added, you should try this ip addreess 208.67.220.220. if the problems still there maybe your driver network card have issue. Try Reinstall it!

I remove the network card driver and reinstall it, signup OpenDNS and add in the DNS 208.67.222.222 & 208.67.220.220, still the same problem.

Try using a different browser like Firefox.

Oh and you should also check if you have proxy enabled in IE.
Go to Tools > Internet Options > Connections > LAN Settings. Make sure that the "Use a proxy for your LAN" is unchecked.

Have tried firefox but still the same problem.
No proxy enabled in IE. Firewall is off.
I can ping WAN IP address on my PC but not DNS name.
