i am from Malaysia.
I am studying Cisco CCNA now and i found an online lab which give me to try it for one hour and after that i have to pay money for every hour.
And the other website which is totally free but only on weekends
So, i tried with one free cisco online lab rack. I type in the URL in the browser and it pop up the HyperTerminal and it use something call "fax modem dial up", i think.
i am using Streamyx.
i failed to connect it. What happen? Only the dial up line which is 1515 can use fax modem dial up?
So, if it is dial up successfully, will i be charged the money? Because i am thinking it is same with tmnet 1515 dial up line and similiar to some adult website which want you to dial up to their server and it will charge you a lot of money.
i tried the other website and then i connect to it successfully and i can play around with the routers by using hyperterminal. This one, it uses TCP/IP (winsocks) connection. So, any charge for this on the phone bill?

If using hyperterminal to connect to router via TCP/IP, you won't be charged.
But for dial up, you COULD be charged local call charges.

If i dial it to remote router in foreign country? is it still charged local rate?
i failed to connect it because i gave the wrong phone number, area code. But i could connect it using tcp/ip easily. Very fast.

i dont know how it is in your country but way back in dial up days we used to have to use long distance number and we had to pay inter charge and long distance charges

Oh no, if you're dialing to oversea country, then it will be long distance charges.
