block application on network

guys a noob is having problem here

i have a network which is connected with 5-6 pc in the office , the problem with the staff is they waste alot of time on msn, clicking on stupid ad till the pc get viruses etc . so is there any software where i can block program like IE , msn messenger etc using password , so that only i can access to the program on their pc using that password

You'll need encryption programs to encrypt and protect the EXE file.
