LAN Shared Access to Restrict

I have got a problem while sharing the folders in LAN not domain. what i wanted is while sharing i wanted to give ristrictions to Users. I am using Switch for LAN and all individual PC's please help i tried so many things

Firstly, tell us that which OS are your client PCs using?
