    Cool Throttle LAN PC network usage stealtily

    Hey, I have, err, a complex problem here. I have 2 computers (both Windows XP) in my wireless LAN which are connected to internet from an ADSL router.
    I want to throttle one of them's internet usage, especially http and bittorrent traffic.
    I need a program like that:
    1. Has 2 parts, client and server.
    2. Checks for server frequently (server is my pc, has dynamic ip, i think it can use computer name) If it can't find it, doesn't do anything.
    3. If it finds, checks for config: If I set "limit" (or something) on server side, throttles internet usage.
    4. If I set "unlimited", doesn't do anything.

    Here I can't find good routers or network devices, and I cannot build a real server here.

    Usually you'll need a server to do that or a powerful firewall hardware.

    You can try this.
    1. Install throttling software on the LAN PCs that you want to control the download/upload limit.
