Very hard rule to complete.Not sure why Raymond need to do phone verification.I think Telecom company of Malaysia offered free std/isd offer to Raymond

The purpose of phone verification:

For members:
1. Prevent same user from joining the giveaway multiple times to increase their chance in winning. (On previous Kaspersky giveaway, there are some that even registered up to 8 accounts to join the giveaway)
2. Equal and fair chances of winning

For software publishers:
1. Real users winning licenses and not cheaters which ends up selling/spreading it for their own benefit.

For me, I have to pay for every SMS or phone calls that is being made. Why do I do this? For everyone's benefit.

Regarding cheating if a user can use multiple ip address they can use different m0bile numbers.
In India you can get 5 Sim connection in less than 1 dollar with different service provider and children here less than 12 years carry 2 sim card mobile phone with them

Since you asked and I've got nothing to hide, so I replied.

If they still attempt to cheat even with this phone verification in place, sooner or later they will get caught and banned from the giveaway and forum. Is it even worth continue buying sim cards just to participate in giveaways? There are always ways to bypass restrictions but the question is whether it's worth the trouble or not... If the prize is $1000 in cash, then it's a whole different story.

Can't do the phone verification thing! Every time I tried it "phone number is too long or too short" and there is no way to accept it! Any suggestion?
