problem in windows live messenger

i cannot sign in into my windows live messenger (version2009 build 14.0.8064.206)
it says : signing into windows live messenger failed because service is temporarily unavailable ..error code :80040154
i have tried the official windows help which asks to do
1) Reregister the Msxml3.dll file & 2)reinstall the XML Parser
Both did not worked.

Try now, since I know MSN was down for me around three-four hours ago and just came back now.

Where in the world are you? I know MSN blocks certain countries from using it, and you might be in one of those countries.

sorry to say but i dont find its(trillian) interface user friendly
and i know such IMs
i was looking for a solution to msn
my internet connection is very much ok
i get that same problem even when i am offline
it means it has got nothing to do with the connection,
