Just wondering, which free VPN can bypass ISP throttling?

All of them can, technically, Lunar, but they'd ban you fast for killing their bandwidth.

I agree with all of the above suggestions.
Try setting your upload speed for about 50-70 kBps in utorrent preferences/settings because the other server also wants some speed.
That would probably solve your problem. I googled and found that one person also faced this problem and was getting very low speed (around 24 kBps) but when he set the upload speed as told by me now, he got 150-200 kBps.
Try and comment if you like it.

Hi All, new to raymond.cc. This is why i came across Raymond, as UTorrents
help/FAQ's/forum were useless. Thank you Mr / Mrs Google.
Whwn I updated to Utorrent V1.8.4 yesterday, it screwed up all of my previous settings.
Your speed should be set to
:Maximum download rate = 0 (unlimited)
    :Number of connections = 200
:max number of connected peers = 30
:Global uploading rate limiting = 0
All settings can be found in Options > Preferences > Bandwith
Worked for me after they upset the system.
