Windows data recovery software
I am a Windows XP user. yesterday while writing an article for my blog, the electricity went off and my PC shut down . When I restarted it I simply shows a blank screen and does not boot.
What shall I do now? Please help.
I hope my data won't be lost.

Turn it off, unplug the power, then hit the power button. Plug it back in, then hit the power button again.
You most likely lost the data you were writing, but you could have lost everything.

If can't boot to windows I suggest you to backup your data with a linux live cd and do a repair of the system.
Screw Google! Ask me!

try safe boot mode, otherwise you can reset bios by removing the battery from the motherboard, then reinsert after 5 minutes. Otherwize as Alboguy suggested use a a live cd then repair windows.

I have seen even UPS won't last good for the system to hibernate or even shut down...

My ups would give me around 15 minutes of backup only .

Good UPSs will last if you hibernate or shutdown.... they're meant to be a way of preventing a knockout of power from killing anything attached, no matter what mode it's in.
Really cheap and c#$ppy ones can mess up, but when we're also talking about the more expensive ones willing to cover up to a portion of million dollars worth of system, it's worth it getting a good one.
I paid nothing for mine, my dad got it for me, but it's one of the ones you can use with a server, so it's a good one... it lasts about 25 minutes, which is long enough for me. And if I need more time, I've got a hour and a half battery life on my laptop.
