Need a software to extracts/encode audio

Hi
I need a software that extracts audio from my mkv file.
I also need a software that encodes the audio to make it a smaller size. i have been doing a lot of trial and error and googling but no good solution found
Im trying to encode a 60mb High quality,mini mkv animes. However, if i dont have a good audio encoder i cant accomplish that.
I will appreciate any help.
