There's a bunch of batch resizers available. did you try a google search?
Picture Resizer 5.0
XnView
Picasa
JPGCrops
PCSizer
Snipshot
Are just a sample few. Find one that you are comforatable using and stick with it.
To find any of the above, search or the name and resizing jpg.

FILEminimizer Pictures reduces the file size of JPEG, GIF, TIFF, PNG, BMP and EMF images, pictures and photos by up to 98% using an intelligent image compression technique which preserves the original quality. As FILEminimizer does not create any zip or rar archive, there is no unzipping necessary.

Isn't FILEminimizer Pictures payware? Why not just try some excellent freeware first?
Irfanview is probably the best known free photo editor on the www. It does batch resizing plus almost everything else you can think of. If you just want a small photo resizer, try Faststone's.

As mentioned before, Xnview can also perform the task. In addition, all of the programs have excellent slideshow/screensaver utilities in their full programs (all free).
