Help with this error

Hi
I have this problem.I cant open any folder trough win explorer by double clicking on it or if I right click and then explore, but if I go RC and then open everything is ok.Im unable to open cont.panel(remove program) and My comp.-properties.
When I try to open folders I get this message:

Explorer.exe:
This file does not have a program associated with it for performing this action.Please install a program or,if one is already installed,create a association in the default programs control panel.

My exe.files work fine.Comp is scaned with Norton full licence and now is clean(had 2 viruses).

Works only if you get error from post 1.Save it to notepad and rename to .reg and apply.

Well I actually solved only half of problem.I still can't open Cont.Panel-remove program and MyComp-Properties.

Any ideas???
Now as I see half of applications in cont.Panel is off.I belive it is a registry problem(maybe CLSID key).Is there posibility that I can Import that reg file from other PC that using same win7?

It seems like malware activity to me. Scan the system with HijackThis and post a log here. Also download Re-Enable and try to fix the issues.
