Local Settings is a hidden folder. In explorer go to Tools > Folder Options > View and check the radio button "Show hidden files and folders". You can now navigate to C:\Documents and Settings\User\Local Settings.

Did you activate "Show hidden files and folders"? If yes open regedit Start > Run > regedit.

    Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Advanced\Folder\Hidden\SHOWALL

The value for CheckedValue should be 1. The reason I want you to check this is because some viruses make changes to your registry which disable you to view hidden files and folders.

If this value is 1 you should be able to view the folder if it exist. Run search and see if you can find it that way.

I know of no other way to find it.

    Odie,

I have the same issue of not being to view the "Local Setting" folder and I could use your help. I have checked the "folder options > view" and it is set to show hidden files and folder. I have looked in the "SHOW ALL" registry and the CheckedValue is not 1 but 3. And the value appear to be not editable.

BTW: The "CheckedValue" for NOHIDDEN is 2. Not sure if that makes any difference.

I was able to edit the CheckedValue of the "SHOW ALL" registry from 3 to 1, but it does not appear to resolve the issue. I am stumped.

Usually it is due to virus when you're unable to make any changes. Try scanning your computer with Kaspersky Virus Removal Tool and clean any virus that's found on your computer.
