TCP-Z help needed

Guys, I'm trying out the TCP-Z posted by Raymond. Anyone knows more bout this software. I'm using a Vista currently and i can only patch the memory but not the Tcpip.sys, do that mean that i can't get better speed on downloading?
Btw this software is to maximize the internet speed ?

Looks like you've not perfectly understood about TCP-Z, read that article again. You will understand

That is used to increase download speed of p2p programs.
