Since you're able to capture screenshots on this problem, it is definitely your graphics card and not monitor.
You might want to try updating the driver to the latest version, and also try reseating the display card if it is an external one. Reseat means take out and put it back at the same slot.

Hmm alright, thought of that as well.
But the thing is, I'm on a laptop.
HP Pavillion TX2028au to be specific.
How to I take the graphic card out of it? :S

Uh oh, if it's a laptop, I suggest you to take it to HP to get it fixed.
By the way, try booting in to Safe Mode, do you encounter the same problem?
