    The TCP log looks clean.

    Try to connect your laptop to the Internet using a different connection.
    Maybe some public place that offers free wifi.
    You can even go to your friend's place and test it out there.

    I highly suspect that it is your ISP.

    I am in a small place now. No other options. The same connection gave good speeds (consistently) and got itself reduced all of a sudden.
