    Check whether there's msconfig.exe in C:\WINDOWS\pchealth\helpctr\binaries

If it's there, go to Start -> Run -> type regedit

    Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
    Windows\CurrentVersion\App Paths\MSCONFIG.EXE

See if the REG_SZ is pointing to your msconfig.exe

Then you can extract a copy of MSCONFIG.EXE from your Windows XP CD.

To extract: Open a command prompt window. Insert your XP CD into the drive
    and enter the following command:

    EXPAND -R X:\I386\MSCONFIG.EX_ Z:\WINDOWS\PCHEALTH\HELPCTR\BINARIES
This will extract a new copy of the MSCONFIG.EXE from the CD.

You have to replace the X: with your CD drive and Z with your hard disk drive that contains windows.
