StatCounter is a tracking cookie..
When you go on a website with a statcounter.. the number goes up by one each time you view it. But some websites have their stat counter go to go up by one for every unique user.. so if you view the home page 10 times in 30mins.. it will only go up by one.
To make that possible, it sends out a cookie so that everytime you go to the homepage (or a page with a statcounter) it knows that you have visited recently and wont add on a number

Statcounter uses cookies as third party cookies. This is what anti-spyware programs pick up as a low-risk tracking cookie.
They treat such cookies as low-risk spyware.
It's a misnomer though, because a cookie is not any ware, let alone spyware. Cookies are inert. You need an executable to consider anything spyware.
