Logfile.etl is a Windows (TraceLog) generated file. It can be stopped by typing tracelog -stop at the command line. Before you do that, however, type tracelog -l at the command line to list al the trace sessions running on your system and I would suggest you paste it here to be analysed.

Right Click on My Computer>Click on-Manage. Go to Performance Logs and Alerts. See if there are anything set up there.
*Counter Logs should have a default "System Overview" that is in a stop state.
*Trace logs should have nothing. Rightclick>Stop if there is anything running there and delete it.
*Alerts should have nothing. Rightclick>Stop if there is anything running there and delete it.

If this doesn't help, then download Microsoft BootVis here

Install it and run MSBootVis. Go to Trace> Stop Tracing and done.
